Honestly, after hearing you talk about it, yeah, Wartortle seems a bit like a missed opportunity. Even if they couldn't mess with Blastoise's design that much, they had another opportunity to bring back Wartortle's design motifs with Mega Blastoise.

Like two sides of a coin, many time we find a gentle turtle, like Master Roshi's turtle in Dragon Ball, which embodies longevity, a gentle companion, maybe wisdom.
On the other hand we have representations like the Dragon Turtle from Dungeons & Dragons as a formidable beast, blending the turtle's enduring resilience with draconic power.
Both these draw from the same wellspring, yet express it in contrasting ways, much like Squirtle, Wartortle & Blastoise. :)

Probably Cyndaquil. I always chose fire starters and the 2nd Gen is my favorite. Other contenders would be Sneasel, Xatu, and Phanpy.
